Every year, Dansk Retursystem A/S sets the fee level which is approved by the Danish Environmental Protection Agency. The calculation is based on the importers and producers’ registered sales volumes in the previous year together with their expectations of the sales volumes for the year ahead. The fees charged, and the actual overheads covered by the fee payments received are required to be in equilibrium over a six-year period (2002–2008). Dansk Retursystem A/S needs to provide the Danish Environmental Protection Agency with ongoing documentation showing that these conditions have been observed.
Importers and producers pay a logistics fee on both refillable bottles and one-way packaging. The fee amount differs for the two types of packaging and also depends on the type of material and the volume. The fee covers administrative overheads, the handling fee paid for refillable bottles and efficiency improvements in grocery stores. Thus, logistics fees are only paid for sales to the grocery trade.
A collection fee is charged on one-way packaging. The fee, which can vary depending on the volume of the material, covers the cost of collecting the one-way packaging. The system is based on the principle that all packaging must cover the costs associated with its processing by the system.
